How UAE Employment Support Works for People of Determination

A plain-language guide to UAE employment rights and government-backed pathways for people of determination, with an important distinction between supports for Emirati citizens and options available to other residents.
For a young person of determination moving toward adulthood, finding meaningful work is a major milestone. The UAE has built a strong framework of rights and government-backed programs to support employment — though, as with several UAE supports, the picture is a little different for Emirati nationals than for residents. This guide lays out the rights, the main programs, and where to begin.
The rights (the legal framework)
Several laws protect the right of people of determination to work:
Federal Law No. 29 of 2006 on the rights of people with special needs. Its Article 16 states that a UAE national with special needs has the right to work and to hold public office, and that special needs shall not be a barrier to nomination and selection for a job — with the person's needs taken into account when assessing competency.
Cabinet Resolution No. 43 of 2018, which supports the rights of people of determination in employment by enabling access to opportunities in the labour market.
Dubai Government Law No. 2 of 2014, protecting the rights of people of determination in the Emirate of Dubai.
Federal Decree-Law No. 34 of 2023, the UAE's anti-discrimination framework, which prohibits discrimination on grounds including disability.
The UAE has also ratified the UN Convention on the Rights of Persons with Disabilities. Together, these encourage the private sector to integrate people of determination, with exemptions and privileges for employers who do.
An important clarification: quotas vs. this framework
You may read about UAE "hiring quotas" of 5–10%. Those are Emiratisation targets — requirements for private companies to hire a percentage of Emirati nationals — and they are a separate policy. They are not a people-of-determination quota. The UAE's disability-employment approach is built on the rights above plus government placement and training programs below, rather than a fixed disability hiring percentage.
A note on nationals vs. residents
As with much of the UAE's disability support, the strongest guarantees — the right to public-sector employment, and most government training and placement programs — are geared toward Emirati nationals of determination. Residents (expatriates) of determination are protected by the anti-discrimination law and benefit from the country's growing culture of inclusive private employers, but have fewer dedicated government employment programs. If you're a resident family, focus your search on inclusive private-sector employers and the anti-discrimination protections.
Government programs that help
Several bodies provide training, rehabilitation, and job placement:
Zayed Authority for People of Determination (Abu Dhabi, formerly the Zayed Higher Organization) runs vocational and employment programs. Its Accredited Vocational Program grants a nationally recognised Level 2 Certificate in General Employability Skills, and its "Employment Program and Career Opportunities Framework for People of Determination" places trainees — including those with autism — into real workplaces with partner employers across sectors like hospitality, design, cooking, and more.
Community Development Authority (CDA), Dubai operates the El Kayt Program, which facilitates job opportunities for people of determination in Dubai.
The Ministry of Interior's Centers for Rehabilitation and Employment empower people with special needs through training, rehabilitation, and help finding jobs.
The Ministry of Community Empowerment (federal, formerly the Ministry of Community Development) supports employment and social integration for people of determination.
Where to start (by emirate)
Get the People of Determination card first if you don't have it — it's the gateway to services and confirms status. (See our guide on applying for the People of Determination card.)
Abu Dhabi: contact the Zayed Authority for People of Determination about its vocational and employment programs.
Dubai: contact the Community Development Authority about the El Kayt employment program.
Other emirates: start with the Ministry of Community Empowerment and the Ministry of Interior's rehabilitation and employment centres.
For residents (expats): target private employers known for inclusive hiring, and know your protections under the 2023 anti-discrimination law.
